Chelsea goalkeeper Kepa Arrizabalaga missed the game-winning penalty, handing the trophy to Liverpool.
Elliott came on as a second-half substitute after being left out of Liverpool's matchday squad.
Thiago sustained an injury during the warm-up, forcing him to be named as a substitute and come off the bench in the final 10 minutes.
Elliott was seen and captured on camera on the Wembley Stadium pitch holding a red flare as the Merseyside club celebrated.
The English Football Association has been informed of the situation and will be seeking comment from the 18-year-old.
Jurgen Klopp has not commented, but the German may do so when he speaks to the media on Tuesday ahead of Liverpool's FA Cup tie 24 hours later.
