Yates, who had 47 seconds to make up on Roglic, sent off an independent breakaway with 19km to go.
He drove the stage by 25 seconds at the highest point of the last move before a declining finish into Decent.
Roglic completed securely in third, nine seconds behind Yates, with Enormous Visma colleague Wout van Aert in second.
Authoritatively, Yates made up 18 seconds on the Slovenian during the last stage rather than nine - having acquired 13 extra seconds to Roglic's four.
