Dzyuba, 33, is said to have family members in Ukraine.
However, he said mentor Valery Karpin's idea that he had declined a bring up over Russia's intrusion of Ukraine was "a misconception".
"It is to do with family matters, yet I would prefer not to meticulously describe the situation," said Zenit St Petersburg striker Dzyuba.
"Now, I needed to invest energy with my family," he added. "I didn't go with the Russian group [but that was] not in light of political viewpoints."
Karpin said Dzyuba, Russia's record-breaking joint-driving scorer with 30 objectives, had requested to not be remembered for the instructional course "given the tough spot in Ukraine".
