Minority leader and Member of Parliament for Tamale Central, Haruna Iddrisu has shot down the approval of over €38million loan agreement between the government of Ghana and Deutsche Bank of Frankfurt for the construction of 40-bed hospitals in three constituencies.
To be situated in the Ayensuano, Effiduase and Offinso constituencies is the construction of a 40-bed hospital as well as the completion and equipping of the Old Tafo and Kumasi South maternity blocks.
A motion moved by the deputy finance minister, John Kumah for the rescission of a loan facility with the Czech Republic approved in 2020 for same projects and to make way for the approval of a new facility was arrested on the basis of not being able to form a quorum for decision making.
Haruna Iddrisu however argued that the house lacked the required number for a decision to be taken based on the recent judgement by the Supreme Court of articles 102 and 104 which clothed the deputy Speaker with the power to exercise his franchise.
Mr. Iddrisu's arrest of the motion led to the shelving of the loan agreement and the rescission of the earlier agreement.
"Looking at the composition of the house, Mr. Speaker I'm sure we will be in contempt of the Apex Court if we proceed to put a question where we do not have a voting quorum, he argued.
