Last month, Zouma's brother Yoan captured the frightening clip, and the Hammers player has already been fined two weeks wages by his club, though he was never taken out of the team as punishment. The RSPCA had accused Yoan, who presently plays for Dagenham & Redbridge, earlier on Thursday.
Several of Kurt's sponsors, notably sportswear behemoth Adidas, have deserted him. Since the video was posted on Snapchat in February, the West Ham defender has been constantly teased by opposing fans, with some bringing in inflatable cat toys to poke fun at the Frenchman.
"Following a comprehensive investigation, we have begun the process of initiating a prosecution against Kurt and Yoan Zouma under the Animal Welfare Act," an RSPCA representative stated. RSPCA continues to care for the two cats. We'll provide further details once a court date is set."
"Whilst Yoan continues to fully cooperate with the RSPCA, Dagenham & Redbridge FC feel it is no longer suitable for either Yoan or the Club to make any further statement," the club said in a statement published earlier in the day in response to Yoan's accusation.
"Dagenham & Redbridge FC maintains its stance in that the Club continues to oppose all forms of animal cruelty."
Following the release of the tapes, Zouma did not face any suspension from West Ham.
"Since the allegation, and while investigations were underway, Dagenham & Redbridge FC took the decision that Yoan should not play football for the Club," the club said.However, four weeks have passed since the event, and the Club believes that any additional suspension would be damaging to both the Club and Yoan.
"As a result, it has been decided that Yoan will be available to play." After the Court procedures are completed, the Club reserves the right to take further action if it is judged appropriate."
An online petition advocating for Kurt's prosecution received more than 80,000 signatures. Anti Animal Abuse initiated the petition on the sports news.

David Moyes, the manager of West Ham United, has asked for Zouma's forgiveness.
The petition was accompanied by a statement that read: "We have laws in the UK against animal mistreatment, rules that should apply to everyone, rich or poor, famous or not! We demand that the Metropolitan Police and the RSPCA conduct an immediate investigation and bring the perpetrators of this horrible crime to justice."
Yoan was initially removed off the firing line by his team, but Kurt was still selected by manager David Moyes despite the issue. The West Ham manager's explanation enraged the fans even more.
