Speaker of Parliament, Rt. Honourable Alban Sumana Kingsford Bagbin has sent an unexpected message to Ghanaians over the passage of the controversial electronic transaction levy which has become law.
The Finance Minister in his presentation of the 2022 budget statement to Parliament announced the introduction of an electronic transaction levy to shore up the tax returns of the country.
It has been fiercely fought against by the Ghanaian populace and the minority in Parliament. The bill was passed into an act by a one-sided majority and assented the President after close to four months of misunderstanding.
Reacting to the passage which has generated a lot controversy and caused disaffection for the Speaker at the brief swearing in of the Parliamentary Press Corp, he revealed was only a referee who had no right to join in kicking the ball.
"Ghanaians should know that I don't take part in decision making of the house. Article 93 of the constitution only allows me to Preside over the house but not to take part in decision-making because I am not a member of Parliament. So Ghanaians cannot blame me for the one-sided decision in the passage of the levy", he said.
The minority is currently in court challenging the passage of the e-levy after staging a walkout to deny the majority numbers to form a quorum.
