Simeone's Atletico Madrid were defeated 1-0 on aggregate by Pep Guardiola's Manchester City, who advanced to the competition's semi-finals this season.
Felipe was adjudged to have kicked out at Manchester City's Phil Foden near the end of the game, and Stefan Savic also attempted to drag the England man off the field.
After headbutting Raheem Sterling, Savic also had Jack Grealish's hair pulled.
Felipe was sent off after receiving a second yellow card, which elicited an angry reaction from manager Simeone on the touchline, and sparks flew during the ten minutes of stoppage time.
