Government to digitize Rent Control Department — Minister

 

The Ministry of Works and Housing is teaming up with the Ministry of Communications and Digitisation to digitize the tasks of the Rent Control Department, as a component of endeavors to improve administration conveyance guidelines of the Department.

 

Mr Francis Asenso-Boakye, the Minister of Works and Housing, said as result, a Technical Team, containing the National Information Technology Agency (NITA) and the Ghana India Kofi Annan Center of Excellence in ICT, had introduced a specialized report which had suggested the plan and design of frameworks to accomplish full digitization of the Rent Control Department.

 

"This exercise will start at the public level and later will be connected to the provincial and region workplaces," Mr Asenso-Boakye, expressed on Wednesday on the floor of Parliament in his reaction to an inquiry from Mr Kwame Dzudzorli Gakpey, the Member of Parliament (MP) for Keta.

 

The MP needed to be aware from the Minister the actions the Ministry was taking to fortify the Rent Control Department to play out its legal obligations.

 

Mr Asenso-Boakye referenced a portion of the actions the Ministry had started to reinforce the Rent Control Department to play out its legal obligations, for example, the survey of the Rent Act, 1963 (Act 220) and the Rent Control Law, 1986 (PNDC Law 138).

 

He said the audit of the Rent Act was vital in the radiance of the deficiencies of the current Rent Act, 1963 (Act 220) and the Rent Control Law (PNDC L 138), which don't fundamentally address current difficulties in the rental lodging industry.

 

He noticed that the Ministry presented a reminder and got strategy endorsement from Cabinet in February 2022 for the survey of the current Rent Acts.

 

"The Ministry is working with the workplace of the Attorney General and Minister of Justice on a draft Rent Bill. It will ultimately be brought before this august House for thought and endorsement, after a broad partner commitment," the Minister said.

 

"Mr Speaker, the Bill whenever endorsed, will give the structure to exhaustive rebuilding of the Rent Control Depart to make it more compelling and proficient."

 

He said also, workplaces would be made in all locales and regions of the country.

 

Mr Gakpey again asked the Minister what endeavors the Ministry was making to uphold the law on renting Assets as per the Rent Control Act.

 

To this, the Minister answered that under the Rent Act, 1963, (ACT 220) and the Rent Control Law, 1986 (PNDC L 138), the Rent Control Department had the command to perform evaluation of Recoverable Rent on an application by a property manager, occupant or individual keen on premises, readiness of Rent Registers and keeping up with Register of Vacant Premises.

 

He said the Ministry was managing the Rent Control Department to implement regulations on renting resources as per the Rent Act, 1963 (Act 220) and the Rent Control Law, 1986 (PNDC L 138).

 

"Mr Speaker, Section 25 of Rent Act, 1963 (Act 220) forbids landowners from requiring over a half year's lease advance, and thusly any property manager who repudiates the law commits an offense and is deserving of the law."

 

Mr Yusif Sulemana, MP, Bole Bamboi, additionally requested the Minister from Works and Housing, who the tenants of the UNDP Flats in Cantonments were and whether they paid lease to the Government.

 

Mr Asenso-Boakye, in an answer, noticed that the ongoing tenants of the UNDP Flats were vagrants and in this manner, they pay no lease at all.

 

He expressed that there had been past activities by the Ministry to give a facelift to the UNDP Flats by embraced specialized and monetary examinations of the pads; expressing that actions were being taken to give a facelift to the UNDP Flats to fill the first need.

 

He said the Ministry in counsel with the pertinent foundations was thinking about a removal to get every one of the vagrants out of the structures.
