The Metropolitan Archbishop of Cape Coast, Archbishop Charles Gabriel Palmer-Buckle, has suspended a priest, Rev. Fr. Robert A.K. Oduro, for refusing to relocate and for creating and administering a 'Prayer Camp' on his own.

The suspension, which took effect on June 3, 2022, means that the Rev. Father will be unable to serve as a Catholic Priest until the Archbishop lifts it.

In his letter of suspension to priests, religious, laity, and the general public, Archbishop Palmer-Buckle stated:

"Following your denial of transfer from St. Paul's Parish, Assin Jakai to the Archdiocesan Secretariat, Fourth Ridge, Cape Coast, effective January 1, 2022, and your following activities of building and maintaining a "Prayer Camp" on your own."

"Following your unwillingness to reply to my request to you for further conversation on your Ministry as a Roman Catholic Priest of the Archdiocese of Cape Coast," the letter said.

"I recall my personal visit to your 'Prayer Camp' on Sunday, April 24, 2022, and that of my official delegation thereafter, encouraging you to further explore and discern your Ministry as a legally ordained Minister of the One, Holy Catholic and Apostolic Church and member of the Presbyterium."

"However, you have persevered in your obstinacy and reluctance to react to any demand for a discussion on the topic made to you." Given your acts of disobedience, I hereby write to suspend you from ministry as a Roman Catholic Priest with immediate effect, and as a result, I bring this to the attention of the Priests, Religious, and Laity of the Catholic Archdiocese of Cape Coast, as well as the general public, to the effect that you cannot function as a Catholic Priest until this suspension is revoked," Archbishop Palmer-Buckle stated.

The Catholic Church's Suspension

Suspension of a priest, according to the Catholic Church, indicates that he has been withdrawn from his ministerial duties as a cleric in part or in full, and that some of his responsibilities as a cleric have been taken away from him.

He may no longer be allowed to function as a Catholic Priest, conduct Holy Mass, or wear a Roman collar in public as a result of this.

According to the Code of Canon Law, this is correct.

"Suspension, which can only harm clergy, prohibits:" Can. 1333 1 says.

1/ all or some actions of the executive authority of orders;

2/ all or part of the acts of governmental authority;

3/ the exercise of all or some of the rights and responsibilities that come with a position.

2. After a condemnatory or declaratory sentence, a statute or precept might establish that a suspended person cannot place acts of governance lawfully.

3. A restriction has no effect on:

1/ the offices or powers of governance that are not subject to the authority of the superior who imposes the punishment;

2/ whatever right of residency that the criminal may have as a result of his or her position;

3/ If the penalty is latae sententiae, the person's authority to administer things that may be related to his or her office is suspended.

4. A suspension barring a person from receiving benefits, a stipend, pensions, or any other such thing implies the need to make restitution for whatever was acquired illegitimately, even if done in good faith."
