ATO FORSON DID NOT AUTHORISE PAYMENT FOR AMBULANCES – PROSECUTION WITNESS

Previous Deputy Finance Minister, Dr. Cassiel Ato Forson and previous Chief Director of the Ministry of Health, Dr. Sylvester Anemana as well as money manager, Richard Jakpa, have been accused of making monetary misfortune the state over the importation of 30 ambulances that framed piece of a transfer of 200 under an agreement endorsed between the Ministry of Health and Dubai-based firm, Big Sea Limited in 2012. He said two different installments of EUR 790,000 each were made under a request by an Accra High Court and were not endorsed or approved by Dr Forson. Mr. Markwei additionally told the court, that his outfit never looked for or acquired endorsement from Dr Forson for installment on the grounds that the substance shrouded with that authority was the Ministry of Health

 

Mr. Markwei had prior conceded that a case contained in section 16 of his observer explanation that Dr Forson mentioned for the foundation of "Permanent, transferrable letters of credit" were mistaken and that the there was no notice of "unavoidable, adaptable" letters of credit in the letter endorsed by Dr Forson on seventh August,2014.

 

Mr. Markwei had proactively conceded at the last sitting of the court that the seventh August,2014 letter mentioning for the foundation of the LC for Big Sea, was endorsed on the power of the Minister of Finance.
