FIFA has announced the permanent implementation of five substitutes and new offside technology.

Following the 136th IFAB (International Football Association Board) AGM (Annual General Meeting) on Monday in Doha, Qatar, FIFA President Gianni Infantino announced that a semi-automated system that detects offside players in games is ready to be used and that the change from three to five substitutions is now a permanent change to the rules.

"We put it to the test at the Club World Cup and the Arab Cup, and so far, we're really happy with the results. Before we decide whether or not to use it for the 2022 World Cup, our experts are investigating that." said Infantino. The semi-automated offside system will operate similarly to goal-line technology, which, according to Pierluigi Collina, chairman of the FIFA referees committee, has been "quite well embraced by the football community."

When football was reinstated following the initial Covid wave, teams were given permission to allow a five-substitution maximum per match. Infantino said that this change has since been made permanent because it was "supported by many, many stakeholders all over the world."The deployment of body cams by referees to provide additional protection and the continuation of concussion testing were two more ideas raised at the IFAB AGM.
