Phases
He said the scheme will be implemented in two parts, the first of which would cover personnel in the most pandemic-affected sectors, such as private education and tourism and hospitality.
The second phase, he added, will focus on other economic areas, with a focus on vocational and technical education.
Beneficiaries who registered in the scheme had two alternatives, according to Mr Ofori-Atta. The first alternative, he added, was for workers who needed and had the potential to undertake current academic programmes or courses offered by other training institutes.
"These current courses are supplemented with add-ons that address topics such as work ethics, productivity, and attitude adjustment, and they are lengthier in duration, generally between six and 12 months," he added.
The second alternative, he added, was core competency-based training programmes, which were designed for individuals who had the capacity or time to undertake long-term academic courses.
Changes the game
Ignatius Baffour-Awuah, Minister of Employment and Labour Relations, said the plan will assist calm the labour market by providing hope to those who lost their employment during the epidemic.
He urged the people, particularly the youth, to take advantage of the initiative in order to assist secure their jobs.
Opportunities
Dr Anthony Yaw Baah, Secretary-General of the Trades Union Congress (TUC), expressed delight at the project, saying that the labour movement had been anticipating its introduction since it was initially announced two years ago.
"I believe this will provide possibilities for individuals who were laid off during COVID-19, and I believe many people will take advantage of the opportunity to improve their abilities, so it's like converting a difficulty into an opportunity," he added.
