Arsenal has made an offer for Sergej Milinkovic-Savic.
According to the Italian press, Arsenal has made a €50-55 million (£43.06-£47.36 million) bid for Lazio midfielder Milinkovic-Savic.
Mateja Kezman, the Serbia international midfielder's agent, has stated that he will leave Lazio during the summer transfer window.
According to Il Messaggero, Arsenal's offer for Milinkovic-Savic does not satisfy Lazio chairman Claudio Lotito, and Sarri wants him to move to Chelsea so that he can bring Emerson and Ruben Loftus-Cheek from his former club.

Could a transfer occur?
Arsenal are unlikely to increase their offer for Lazio midfielder Sergej Milinkovic-Savic, who earns £95,000 per week, in our opinion (SalarySport).
If Lazio are unwilling to sell the Serbian for €50-55 million (£43.06-£47.36 million), we doubt the Gunners will pay more.
Of course, all teams could use reinforcements, but Arsenal are currently well stocked in the midfield department.
Yes, Milinkovic-Savic is a very good and experienced midfielder who would improve any team, but we do not believe Arsenal will overpay for him.
