Tiemoue Bakayoko returned to AC Milan last summer on a two-year loan with an option to buy if certain conditions are met.
Last season, the midfielder only played over 600 minutes in 18 games across all competitions.
The situation at the San Siro is unlikely to improve next season, and the Chelsea-owned player may be looking for a new solution during the current transfer window.
Marseille have made progress in signing the 27-year-old, according to Foot Mercato. Milan would be willing to let him go because they are considering terminating his loan. A return to the west London club is out of the question because he is not in Thomas Tuchel's plans at Chelsea.
The Ligue 1 club and the Frenchman are said to have reached a 'agreement' for a four-year contract. Marseille president Pablo Longoria wants him, and Jorge Sampaoli has approved the transfer.
Sampoli has stepped down as manager of Marseille, and Igor Tudor has been named as his replacement.
A meeting was held a few days ago to try to resolve the situation between the Croatian, Longaria, Marseille sporting director David Friio, and Bakayoko's agent. Tudor is currently 'blocking his arrival,' according to the report. If the French club's leaders can persuade their manager, the operation will be unlocked.
If Milan decides to end his loan, Bakayoko will have to return to Chelsea. If that happens, Marseille or any other club interested in signing the Frenchman during the summer window will have to negotiate with the Blues.

Cristiano Ronaldo, 37, who has been linked with a move away from his current club Manchester United in search of a new challenge, has received a new offer from a new club in Saudi Arabia. He is about to give up on his dream of playing in the Champions League because he is not interested in the deal offered by the Saudi Arabian club.
According to reports, the five-time Ballon d'Or winner will not be swayed by any amount of money to play in the Champions League this season. The Portuguese superstar has previously been linked with high-profile clubs such as Chelsea, AS Roma, and Atletico Madrid.
It is speculated that his absence from Manchester United's preseason tour is because he desperately wants to leave the club, but he was granted permission due to family reasons and has yet to inform the club of when he will return and join his team mates both old and new.
