Director General of Ghana Education Services (GES), Prof. Kwasi Opoku Amankwa has revealed his clothes are analyzing unit fees for each student under the free high school policy.
This, he said, will help determine which cost components can be released by the government to be handled by parents of students, if it appears for broader discussions about the possibility of a free SHS policy review.

When he was asked whether the program review was ongoing and if it had ended, Prof. Amankwa said they were not near the conclusion but the key component of the review was directed to ensure the cost settings that ensure quality.
"I think this is a bigger conversation not only for GES, not only for the Ministry of Education but also for the whole country and then, what we will do is that, for us [GES] on our side, we will start with more small ideas to see those aspects. "
"Today, for example, some of the discussions that I have done with my statistics team to do something for me, is to do what we call the unit cost analysis as far as the students are educating. 1 to SHS 3.
Ghana is on the verge of securing the 18th economic support program from the International Monetary Fund (IMF) to help stabilize the economy and reboot growth.
This happened after Pandemi Covid-19 and Russian/Ukraine conflict worsening weak macroeconomic fundamentals in the country, encouraging the economy deeper into debt, large deficit, spiral inflation and consequences of the depreciation of the currency.
A fact -finding team from the IMF left the country on July 13 after conducting data collection training intended to inform the direction to be taken by the possibility of support.
In questions and answers (T&J) released on July 13, the IMF discusses the issue of government requests for a program, including stating its position in the free High School Program (SHS) under the possibility of bailout agreements.
Regarding the issue of whether the IMF program will result in cutting the High School Program (SHS), or other mainstay social programs and infrastructure projects, IMF said:
"We are still in the early stages in the discussion.
In general, the IMF supported program seeks to increase social expenditure while encouraging efficiency and sustainability.
"As discussed above, the program supported by the IMF will aim to protect vulnerable conditions and create for inclusive growth," IMF office, Ghana explained.
