Dr Surugu Musah blames the state for allowing Agradaa to defraud church members.
Dr. Justice Issah Surugu Musah of the United Nations (UN) has argued that the state must be held accountable for failing to prevent self-styled preacher Patricia Asiedua (Agradaa) from defrauding members of his church.
Dr Surugu Musah, a Public Administration expert, noted in a social media post on the issue that the state failed to carry out its social mandate of protecting the vulnerable in society, for whose welfare a social contract exists.
"Because too many weak and strong (lions) coexist in our society, we established a social contract state to ensure a functional system in which all are equal and protected."
The failure to implement social contact must be blamed on the state, not the gullible AGRADAA.
To summarize, we still live in a state of nature where cannibalism exists and the lion reigns unchecked in society. "We'll all die together..." he wrote.
Patricia Asiedua is accused of defrauding members of her church as well as many others who flocked to her church after hearing her advertisement on television.
She allegedly took the large sums from the people during an all-night church service last Friday and failed to fulfill her promise to double or triple the money she had collected by yesterday.
The aggrieved individuals then protested on the church grounds, drawing media attention to their plight.
While many blame the victims of the alleged scam for being greedy, Dr. Surugu Musah believes the state failed to protect them, especially given her previous unethical activities.

President Nana Addo Dankwa Akufo-Addo departed Accra on Saturday (8 October 2022) for a six-day working visit to France.
President Akufo-Addo is expected to address the executive board of the United Nations Educational, Scientific, and Cultural Organization (UNESCO) at its 215th session, according to a statement from the Presidency.
"While in France, he will also address the Asia Society Forum on the theme, "To act in troubled times: new perspectives from France, Asia, Africa, and the world," according to a statement from the President's Office. "He will also commission the refurbished chancery building of Ghana's embassy in Paris."
On Monday, President Nana Addo Dankwa Akufo-Addo is expected to receive an honorary Doctor Honoris Causa degree from Sorbonne University in Paris (10 October 2022).
This will be his third honorary doctorate degree since being elected President.
The first was an honorary doctor of law degree from South Africa's prestigious Fort Hare University in May 2016, and the second, in December 2017, was an honorary doctor of humane letters degree from the University of Liberia.
The president will also commission the refurbished Chancery building of Ghana's Embassy in Paris, according to the statement.
President Nana Akufo-Addo and his wife Rebecca left Ghana.
The President's delegation also includes the Ministers of Foreign Affairs, Shirley Ayorkor Botchwey, and Education, Yaw Osei Adutwum, among others.
On Friday, President Akufo-Addo will return to Ghana (14 October 2022).
