In the 29th minute, Eric Osei Bonsu hit the woodwork when Hearts of Oak were given a free kick on the outside of the box.
Later, Hearts of Oak had a good opportunity to take the lead, but Linda Ntange missed the target.
In the 48th minute, Legon Cities player Nii Bortey Acquaye was sent for a foul on Clinton Appiah of Hearts of Oak. Enock Asubonteng came close to giving the Phobians the victory in the last seconds, but his shot struck the woodwork in the 90th.
With 25 points, Hearts of Oak sit in third place, one point ahead of Asante Kotoko, who have a game in hand against Karela United on Thursday, and three points behind first-place Aduana FC.

Andre Ayew, the captain of Ghana, has returned to the English Premier League and is eager to compete against his younger brother, Jordan Ayew, who plays for Crystal Palace.
After parting ways with Qatari champions Al Sadd last Sunday, the 33-year-old has signed a loan deal with Nottingham Forest that will endure through the conclusion of the current campaign.
During his tenure on Trentside, Ayew will don the number 42 on his shirt.
"We have this bond; it's incredibly close and tight. We constantly engage in healthy competition. We share the same goals and, ideally, want to be able to grin at the conclusion of the season because we both want to stay in the league.
In June 2015, he made the switch to the Premier League and joined Swansea. During his first stint at the Liberty Stadium, he made 35 appearances and recorded 12 goals and five assists.
Ayew joined West Ham United the following summer in a then-club-record deal, and he went on to make 50 appearances in all competitions for the London side.
In January 2018, Ayew returned to Swansea for a club-record sum, and in 106 games for the Welsh team, he added 35 more goals.
Ayew joined Al Sadd in July 2021 and helped them win the Qatar Stars League title in their first season by scoring 15 goals in 21 league games.
The seasoned attacker departs Qatar after scoring 22 goals in 39 appearances for Al Sadd. He then heads back to England and joins The Reds as their 30th addition for the current campaign.
