West Ham captain Rice, 24, has established himself as one of the best players in the league in recent seasons but has been linked with a move away from the London Stadium.
The England international, who spent time with Chelsea as a youth, has been linked with a return to the club but is also believed to have attracted interest from Arsenal.
His England team-mate Jude Bellingham is another player who will be the subject of considerable interest this summer.
The Borussia Dortmund player is said to have attracted interest from Liverpool and Real Madrid, but Chelsea have now entered the race for the former Birmingham City player. Barcelona star, 25, De Jong is said to be high on Chelsea's wish list for the summer, with club officials seeing the Dutchman as the most realistic option.
The former Ajax player appeared to have come close to leaving the Spanish side last year, and Barcelona's dire financial situation could prompt them to decide to sell De Jong this summer.
Caicedo, meanwhile, was reportedly close to joining Arsenal in January, but the move never materialized and the Gunners ended up signing Jorginho from Chelsea.
The Ecuador international has since signed a new long-term contract with The Seagulls, which could make it even more difficult for him to move away from the south coast.
