Declan Rice, a midfielder for West Ham, is reportedly considering leaving east London this summer due to interest from a number of teams, including Chelsea, according to Fabrizio Romano.
Romano recently stated that Chelsea prefers to buy a new midfielder this summer rather than exercising the option to permanently sign Denis Zakaria from Juventus.
Apparently, one of their targets is rice.
Of course, the problems of enforcing a previously agreed-upon clause and winning the race for one of the most sought-after talents are very different, but the Chelsea ownership group has demonstrated their desire to invest in players.
Romano asserts that in regards to a summer transfer, West Ham rather than Rice will need persuading.

These organizations have held internal discussions about signing Rice.
But as of right now, there hasn't been any communication with West Ham; much will rely on how much they demand [for the player] in the summer.
The consensus among Rice's friends and family is that he will have the chance to try something new this summer.
Rice refused to renew his contract with West Ham last year, and he still refuses to do so.

Rice might enable Chelsea to bring out the most in Enzo Fernandez, who, while now doing well, excels when given the freedom to roam.
N'Golo Kante could be able to help Fernandez with this because of his defensive work rate, but he is not a long-term option and, as things are, his Chelsea deal expires this summer.
