i want clarification from members on this..

i had a close friend back in shs and he was a very shy type. as we were sometimes calling ladies and wanted every girl we saw, this guy never did that, so we thought it's because of his shyness so i didn't mind and didn't want to be the one to introduce him to ladies.

so after school we still get in touch because i was his paddy paddy.
just recently we were chatting and this guy told me he got the courage to approach a lady and they are now dating but there's a problem, and it's eating him up because he don't have anyone to discuss it with
i asked him and he wasn't willing to tell me. he later said because of how close we are, even after school he is going to tell me but i shouldn't tell anyone

the problem is they literally do everything (in clothes) but not sex (i mean penetration).

i asked why he isn't doing the do or it's the girl whose mind nor dey and he told me he is *K)TE B)T)* i asked him what that means but he didn't mind me and brushed it off

please ooo what does it mean when someone says he is *K)TE B)T)* because i'm confused on that. i have heard of it but didn't pay attention to it.
can someone describe what it is?? is it a bad thing or a good thing?? if it's not good thing could there be a solution or treatment for that??

NB: we were in different houses, distant to each other so we were not bathing together
