Due to violations of the FA's betting rules, the Brentford striker has been suspended for eight months.
Thomas Frank said that the striker's FA allegation of violating gambling laws was allowed to drag on for too long, causing uncertainty to hang over Ivan Toney and Brentford.
Toney was charged with 262 betting offenses in November and December of last year. The 27-year-old admitted to 232 of those offenses in February, but an eight-month suspension from football wasn't imposed until Wednesday.
Despite helping Brentford secure a top-half finish in their second season in the top level by scoring 20 of their 54 Premier League goals, the England international will no longer be eligible to suit up for the Bees until January 2024.
Frank believes the handling of Toney's case could have been completed more rapidly because his team will start the match against Tottenham without their leading scorer on Saturday lunchtime.
"Yes, (it took too long)," Frank acknowledged. "I'm unsure of the procedures, how you go through that, or how you can do it faster. However, ambiguity is, in general, the worst thing for everyone in the globe.
"If you know, you may now go to whichever court, or you can receive the job or not. The worst thing is that. I'm not sure if it could be completed faster.
Brentford has not yet received a complete report from the Football Association outlining its decision, and the club has stated that it is awaiting confirmation on the specifics of the ban, such as how much, if any, presence Toney may have at the Bees' training facility.
Up until September, he cannot train with the rest of his team.
Frank backed the striker to return to his best after the sentence has been fulfilled, despite the extended suspension. The forward broke into Gareth Southgate's England team earlier in the season.
