Javier Tebas, president of LaLiga, asserts that, with the right legislative framework, racism in Spanish football can be eliminated within six months.
The issue has existed for some time, but it gained attention on Sunday when Real Madrid winger Vinicius Junior, who was abused in Valencia, claimed that Spain is a racist nation due to "continuous episodes across several cities," and his club reported a hate crime to the Spanish State Attorney General's Office.
Tebas apologized after responding angrily to Vinicius on social media, but the outspoken president is adamant he can quickly fix the issue after complaining the league's hands are currently tied by national law and that LaLiga can only identify and report incidents and punishment is rarely handed out.
"The ability to perform additional tasks is what we seek. With the power, we are confident that issue will be resolved within months," he said at a specially scheduled press conference.
"We're following the law, and I believe that in six months this will be zero, and we'll be the best league in the world.
The skills we seek are for those intolerable behaviors, such as racism and homophobia.
When questioned about his six-month solution claim, Tebas added: "If we are given the competencies we can put an end to this because it is easier to stop than financial management. We have been able to have economic control to stop our clubs from going bankrupt.
"Tomorrow, a communique will be sent to the head of government and political parties requesting that the law against racism, xenophobia, and intolerance be urgently modified and that LaLiga and the (Spanish Football) Federation have competencies."
Tebas responded, "That was undoubtedly an error of ours too, but we thought we were making progress in the courts when we made complaints directly, which is why LaLiga hadn't made such a request before.
"We have seen that it is insufficient, and that greater speed and agility are required to address these issues more quickly."
In the interim, Tebas assured Vinicius that he would have his entire support if he chose to leave the field in the face of more racial taunts.
