Chelsea's failure to qualify for any European competitions means their main focus will be on the 2023/2024 Premier League season. The arrival of new coach Mauricio Pochettino will help them develop in the new season.
Several players have been linked with Chelsea before the summer 2023 transfer window. David Raya is rumored to be their potential signing for the goalkeeper. The Spaniard kept 12 clean sheets and made 144 saves for Brentford in the 2022/2023 Premier League season. Brazilian winger Neymar Junior, who could leave PSG is also their potential signing with the permanent transfer of Joao Felix from Atletico Madrid.
To help score more goals, the Blues are targeting Nigerian striker Victor Osimhen. He has scored 30 goals for Napoli in 38 appearances this season. Joao Felix and Neymar can be placed in the winger position, with Victor Osimhen as the striker.
To strengthen the midfield, the Blues are interested in signing Brighton central midfielder Moises Caicedo and Uruguayan central defensive midfielder Manuel Ugarte, who plays for Sporting CP. Here's how they might line up their potential signings in the 2023/2024 season.

According to transfer expert Fabrizio Romano, Liverpool have reached a critical stage in negotiations for Brighton midfielder Alexis Mac Allister and they are close to an agreement on personal terms.
The Red Devils are looking to strengthen their midfield this summer after missing out on Champions League spots, and they are closing a deal for Mac Allister, who is leaving Brighton in the coming weeks.
German journalist Garcia Grova recently claimed Mac Allister will sign a five-year contract with Anfield and the Red Devils will have to pay around £60m to sign the 24-year-old midfielder.
Similarly, CBS Sports reporter Ben Jacobs also thinks that the Red Devils are in advanced talks to sign the Argentine midfielder. Brighton boss Roberto De Zerbi has also confirmed that the club are likely to lose Mac Allister and Moises Caicedo this summer, and now Romano says the Reds are close to agreeing personal terms with the midfielder This. Romano told Give Me Sport:
"Liverpool now needs to finalize the final details. This is the key moment to close the deal when the personal terms are almost agreed.
"It's about the last pieces of history with the players side and then they have to do the deal with Brighton."
First signing of the summer?
It looks like Mac Allister will become Liverpool's first signing of the summer transfer window as they enter a crucial phase of negotiations.
Liverpool have yet to agree a deal with Brighton at this point, but meeting the asking price should not be a big deal for them. The Reds have eliminated the likes of James Milner, Naby Keita and Alex Oxlade-Chamberlain and they need suitable replacements to fill their void. Jurgen Klopp will be looking to revamp the midfield and need more signings.
Mac Allister had a fantastic 2022-23 season as he scored 12 times in 40 appearances. He is a perfect fit for Klopp's high-octane football and is said to bring creativity and flair to midfield.
