PUBLIC, POLITICAL CONSENSUS CRITICAL TO CONSTITUTIONAL REFORM — NCCE

Victor Brobbey, a member of the National Commission for Civic Education (NCCE), has remarked that any constitutional amendment requires wide popular and political support.

As a result, he has invited all Ghanaians to offer ideas for any amendments to the constitution.

 

 

He said that the constitution was a national document that encapsulated the nation's ethos and goals, and that any amendments required public consensus.

 

 

 

Sensitisation

 

 

 

Mr Brobbey mentioned this during a Ghana Immigration Service (GIS) officers and employees sensitization workshop in Accra.

 

 

 

The subject was "Three Decades of Constitutional Rule: Revisiting the Reform Agenda."  The goal of the sensitization campaign was to raise understanding of the 1992 Constitution's ideas and objectives in order to strengthen and preserve Ghana's democracy.

 

The ceremony also served as a reminder to the GIS of its legal obligation to safeguard and enforce the 1992 Constitution in their line of employment.

 

 

 

Interpretation

 

 

 

Mr Brobbey stated that while the Supreme Court's reading of the constitution through its judgment was excellent, the court's procedure was not the greatest solution to address constitutional flaws.

 

 

 

He stated, "This justifies our intention to consult officers and other Ghanaians on the extent of constitutional change required for the 1992 Constitution."

As a result, Mr. Brobbey has advocated for "a more intentional, methodical, and inclusive approach that will result in a better reflection of what the people truly wants as guaranteed by the Constitution in Chapter 25."

 

The NCCE was praised by the Comptroller-General of Immigration, Kwame Asuah Takyi, for spearheading the discussion about the need for a review of the Fourth Republican Constitution.

 

 

 

He believes that a constitution that hasn't been evaluated isn't worth keeping, and that requests for revisions to specific sections of the constitution are a step in the right direction.

 

 

 

Laud K. Afrifa, the Deputy Comptroller-General of Immigration in charge of Command Post and Operations (DCGI/OPS), has proposed several changes to the country's national security architecture.

He said that this was due to the fact that the dynamics and relevance of immigration had changed dramatically in the last 30 years.
