The President acknowledged the significance of each of the commission's duties, but he singled out the duty described in Article 233, Clause C, of the Constitution to emphasize its significance: "To formulate for the consideration of the government, from time to time, programs at the national, regional, and district levels aimed at realizing the objectives of this Constitution."
